Commenting ahead of the publication of the Richards Review on NHS top-up payments expected later today, Liberal Democrat Shadow Minister for Health and MP for Leeds North West, Greg Mulholland said:
"Finally the Government has seen sense, and reversed its damaging and ill-advised position on top-up payments.
"When people are simply following the advice of their doctor, and are able to contribute to the life-saving treatment that they need, the system should not stand in their way.
"However, it is clear that any reform of the existing system to allow for top-up, must not involve extra costs to the NHS, and must come with safeguards."
