“Mulholland’s Law” beer served in Parliament to celebrate historic Fair Deal campaign win

1A special beer is being served in The House of Commons to celebrate Greg Mulholland MP's historic win in changing the law to win a fair deal for local pubs.

An award winning campaigner, having won three national campaign awards, Greg Mulholland formed the Fair Deal for Your Local campaign in April 2013, bringing ten leading national organisations together and coordinated the campaign to a sensational Parliamentary victory to change the law.

November 18th 2014 saw Mulholland mastermind a remarkable victory against a three line Government whip to amend the Small Business, Enterprise and Employment Bill. Passed 283 votes in favour, including 41 coalition rebels, with 258 against, Mulholland's amendment saw the inclusion in the Bill of what is known as the 'market rent only' option, the right for landlords tied to the large pubcos to have an independent rent assessment and pay that rent only on a free of tie basis, to end years of abuse of the tied model by some of the large pub owning companies.

Greg Mulholland and his office organised and administered the Fair Deal for Your Local campaign and the various protests held as well as running a full whipping operation in the in the run up to the historic vote on the 18th November!

As Public Affairs magazine reported after the vote:

"...the fact is that a defeat would not have been inflicted on the Government without Greg Mulholland's steely determination and commitment over a number of years...Greg Mulholland is in the company of a group of MPs in this Parliament who have made considerable impact from the backbenches".

In recognition of Greg's role in leading the campaign and masterminding the vote as Coordinator of the Fair Deal for Your Local campaign and Chair of the Parliamentary Save the Pub Group, "Mulholland's Law" was brewed up by Briscoe's Brewery, a unique micro-brewery owned and operated by Dr. Paul Briscoe, a PhD microbiologist who has been brewing beers at home in Otley for 20 years.

The beer was originally launched on Friday, 19th December. It was unveiled especially at the Roebuck pub in Otley, a former rundown Enterprise Inns pub, that has been saved by local businessman Chris Payne and partners, turning it into a thriving freehouse with fantastic local beer, wine and food. The Roebuck was also the location for the Fair Deal for your Local campaign launch back in May 2013, so it is fitting that the celebratory beer was unveiled here.

"Mulholland's Law" is the nickname for the new law which will come into place following the historic vote in the House of Commons and the Fair Deal for Your Local campaign, led in Parliament by Leeds North West MP and Chair of the All-Party Parliamentary Save the Pub Group, Greg Mulholland.

The launch in Parliament yesterday was attended by fellow pro-pub campaigners and Fair Deal for Your Local steering group members, incidentally on the same day the Small Business Bill completed its stages in the House of Lords, meaning "Mulholland's Law" is all but set to go into the statute books.

Briscoe's Otley Gold is also being sold in Strangers' Bar - the first time a beer from Otley, West Yorkshire, has ever been served in the House of Commons.

"The forthcoming change in the law will end years of abuse of the pubco tied model and is great news for pubs, hardworking publicans and for communities and consumers and heralds a fairer, more diverse pub sector with many more pubs able to succeed".
